How Old North Knoxville was built

Platted in the late 1800s and built out roughly between 1875 and 1924, Old North grew as a streetcar suburb on the ridge north of downtown, first as the separate town of North Knoxville before annexation.

The housing is late Victorian and Queen Anne along Luttrell, Fifth, and Oakland, giving way to Craftsman bungalows and early revival cottages as the district filled in after 1900.

Old North Knoxville, Inc. formed in 1978 and drove a decades-long revitalization; the district was listed on the National Register in 1992 and carries a local H-1 historic overlay with adopted design guidelines.

  2. 2Inside H-1, exterior work — roofing, windows, siding, porches, additions, outbuildings, and demolition — requires a Certificate of Appropriateness before the City will issue a building permit.
  3. 3Applications are reviewed against that district's adopted design guidelines and the Secretary of the Interior's Standards. Staff can handle routine items; additions and new construction go to the Knoxville Historic Zoning Commission, which meets monthly (third Thursday).
  4. 4Recode Knoxville's base district still applies underneath the overlay — blockface-average front setback, side setbacks tied to lot width, 35 ft height, and the building coverage and impervious caps.
  5. 5Then submit to Plans Review and Inspections for the building permit with the COA in hand.

What this means for your Old North Knoxville project

  • Additions are expected to be subordinate: set back from the primary facade, lower in ridge height, and legible as new work rather than fake Victorian.
  • Rear ells and rear-wing additions follow the original building type and are the most reliably approvable move on these lots.
  • Window replacement is the most common COA denial. Repair-first is the standard; if replacement is justified, match profile, light pattern, and depth of reveal.
  • Alley-facing detached garages and carriage-house ADUs fit both the historic pattern and the guidelines better than an attached garage ever will.
  • On a 5,000 sq ft lot the 30% coverage cap and 15 ft combined side setback are what actually size the addition, not the height limit.
