East Brainerd · Chattanooga, TN

Late-century subdivisions, larger lots, and HOA covenants

East Brainerd is Chattanooga's suburban growth edge — farmland until the 1980s, then three decades of subdivision building toward the Georgia line. Lots are bigger than anywhere in-town, HOA covenants are common, and South Chickamauga Creek floodplain is the constraint that catches people out.

History & architecture

How East Brainerd was built

Through much of the 20th century the area was known broadly as Chickamauga and remained rural and agricultural, distinct from the smaller Concord community.

Suburban growth began in earnest in the 1980s, accelerated by the opening of Hamilton Place in 1987, which turned farmland into subdivisions, retail, and schools within a decade.

Annexation into Chattanooga came in waves through the 1970s, 80s, and 90s as development pushed east.

Housing from the 1980s through the 2000s is predominantly traditional and neo-traditional tract construction, with larger estate-style subdivisions appearing in the 2000s and 2010s toward Apison Pike.

Zoning & overlays

Common zoning codes in East Brainerd

These are the base districts and overlays we see most often on East Brainerd lots. Always confirm your parcel's district and overlays on the Metro zoning map before design decisions get expensive.

RN-1-7.5Residential Neighborhood Zone (7,500 sq ft)

Fits the larger-lot subdivisions: 7,500 sq ft minimum, 60 ft width or the blockface average, 25 ft front or the average if less, 5 ft interior sides, 25 ft corner, 25 ft rear, 35 ft height, 60% coverage.

RN-1-6Residential Neighborhood Zone (6,000 sq ft)

Common in the denser 1990s and 2000s subdivisions: 6,000 sq ft minimum, 55 ft width, 25 ft front, 15 ft corner side.

RN-2Residential Neighborhood Zone (mixed housing types)

Applies near the townhome and apartment pockets closer to Gunbarrel Road.

Overlays that apply here

F/W and F/H

Floodway and flood hazard overlays

South Chickamauga Creek and its tributaries thread through East Brainerd. Run the parcel through the city's flood risk tool before siting a pool, addition, or detached structure.

Slope

Steep slope regulations

The city's 2021 steep-slope rules apply on the hillier parcels toward the Georgia line.

HOA

Subdivision covenants

Not zoning, but decisive. Most East Brainerd subdivisions have recorded covenants and an architectural review committee that is stricter than the ordinance on materials, roof pitch, and outbuildings.

H

Historic design review — none

No local historic district applies in East Brainerd, so there is no Certificate of Appropriateness step.

Permitting path

  1. 1Start with the HOA. In East Brainerd's subdivisions the architectural review committee usually governs materials, roof pitch, garage orientation, and detached structures more tightly than the zoning does.
  2. 2Confirm the current Chapter 38 district on the city's zoning map — the 2024 rewrite retired the old R districts, and most of these subdivisions are now RN-1-6 or RN-1-7.5.
  3. 3Check South Chickamauga Creek floodplain on the city's flood risk tool. It is the most common surprise on projects here.
  4. 4On sloped lots near the state line, the 2021 steep-slope regulations add grading and drainage requirements to the submittal.
  5. 5Confirm whether the parcel is inside Chattanooga's city limits or unincorporated Hamilton County — the boundary is irregular out here and it determines who reviews the permit.
  6. 6Then submit through the Land Development Office for zoning plan review with the building permit.

Designing here

What this means for your East Brainerd project

  • The generous lot sizes make side-wing and rear additions, detached garages, and pool houses genuinely feasible here — the 60% coverage cap is rarely the binding constraint.
  • HOA covenants usually are the binding constraint. Get the architectural committee's standards in hand before the design is fixed, not after.
  • Late-century tract houses often have complex roof geometries. An addition reads best when it simplifies rather than extends the existing roof puzzle.
  • Two-story homes here typically have a small structural margin for bump-outs; a rear screened porch or sunroom addition is the most common and most economical move.
  • Creek-adjacent lots need the flood check before anything is drawn, including a detached structure or a pool deck.
  • Because the city limit line is irregular in this area, verify jurisdiction before assuming Chattanooga's standards apply.
